The car has Arizona tags Im trying to get Texas tags: bot she says that my Brother ows her money. The title is in my Brothers name, but she signed he name to it.

Bottom line: Your brother must provide you with a merchantable title before you can legally own it. However he has to do that is his problem. Your problem is that you apparently paid for a car that you can't yet own.

he could not of sold you the car without transferring the title. Legally, you gave him the money. He did not give you the car (title).

This a real mess.

ALWAYS, ALWAYS, transfer the title and cash at the DMV

The DMV is not going to give you that title to the car. because other
person must sign off on the car.

i would kick my brothers *** and then get the title from grandma,the same way.
