My sister in law's car accident?

My SIL was in a no fault car accident recently, and had no car insurance. She was told that before court she needed to get insurance, so (car is in her name) she got insurance in her mom's name and is not listed as a driver on the car. Is this legal?

If the SIL drives the car more than, say, once a month, she needs to be listed as a driver. Insurance follows the car, not the driver, but the company is legally entitled to know who's driving it.
