i have the car with out title &lost bill of sale

When you bought the car, did the owner give you the signed title and you lost it before you put it in your name? Or did the owner never give you a title?
Go to the DMV or AAA Auto Club and see if there's a record of the previous owner submitting a release of liability. If he did, then your name is probably on record as being the new owner. From there they can give you REG227 and REG262 to begin the process of officially titling it in your name.
You'll need the VIN# or license plate number when you go in.
The DMV is not allowed to give you the registered owners name if you don't already have it unless a release of liability shows your name.
