I'm in Texas but I have a Georgia Tag & License,How can I get a Texas tag?
Do I need to have Texas drivers license ?

Yes! The law is that you have to convert your license within 30 days if you are taking up residency in TX. The nearest DMV will convert your license for a fee and the county tax office or JP's office will convert your title & registration for you. You'll need proof of insurance and the GA title.
