Provisional driving license identification.?

i apples fro a license and i have all of the things to send off, i don't know what i can send as identification. i looked on the website and i didn't know what the things were.
i do not have a passport.
so can i send off my student card (which has a photograph) and do i also need to send off my national insurance card?

if you didn't not have a pass port what did you send as identification?

DVLA accepts the following documentation as confirmation of your identity. Unlike the digital passport though, you'll need to send this with your application

full valid current passport
identity card issued by a member state of the European Community/European Economic Area (EC/EEA) with the exception of Sweden
UK identity card for foreign nationals/residence permit or travel documents issued by the Home Office
UK certificate of naturalisation
If you’ve reached State Pension age, you can provide originals of one of the following in your name:

recent (within three months) bank or building society statement showing your pension payment and National Insurance number
BR2102, BR2103 or BR5899 letter confirming your eligibility for the state pension.

If you do not have anything you will not get a licence as we do not give them out to people who cannot satisfactorily prove their identity
