Registering an out of market modified in California?

Hi,
I moved from AL to CA recently. Three years ago I bought a car in AL from a dealer and it runs pretty well. I shipped it to CA when I moved, and I am trying to get it smog tested so that I can register it in CA.

The problem is the car has out of market parts (Modified Air filter etc). The dealer in AL who sold me this car is not reachable and he does not have any papers for the modifications.

Smog testers in CA do not pass it unless I have the papers. I cannot sell the car since it is out of state tag.

So, I am literally stuck. I cannot drive nor sell the car.


Please advise me what I can do. About how to go about selling it or get it registered.

Well yes you are pretty much stuck, on the Ca smog. First off you need to get a-hold of the manufacture of the aftermarket parts and ask if those parts have a CARB number (california air resource board) and papers from the AL dealer are not going to help you because the dealer is not responsible to make the car smog legal in CA and papers don't mean a thing to the state of CA, I think you smog tester is not a state run shop.
The way I understand it, you have to have a state smog referee inspect your car and he or she will tell you what you have to do to the car to make it smog legal and what will qualify you on waivers since you are from out of state and moving here, plus for a few years you are still going to have to report to a State referee smog station when the DMV says so during your reg renewal time
