Ummm... I believe it's actually a federal crime.

But the if you tell the insurance company then they can do the rest and all of the research themselves... which is why you just tell the insurance company and give them some sort of evidence.

You can call the Department of Insurance in your state and report it. You do not have to give your name. But insurance fraud is a crime and that is why insurance costs so much.

New Jersey does not have a statute of limitations. Also, concerning some of the other answers, insurance fraud is only a federal crime if the vehicle is taken across a state border. Even then it is iffy whether the feds would get involved.

Generally speaking, given that you have knowledge of this, you are legally obligated to report it, the sooner, the better.

And by "reporting it," I mean to the police, preferably his town's department. Let him explain to the judge his reasoning.

Consider what may happen once the insurance company finds out. In addition to contacting the police to apprehend him, the cops could also go after YOU because you (a) knew about it, and (b) failed to report it, making you criminally liable in some indirect manner.
