If you touch the car , you are in voliotation of the law. You do not have ownership of the car, to sign for its towing. There is a legal system that will handle this. You must work through the ower of the land that they cars our parked on.
Be careful only to give the car , dirty looks. Anything more and you may be the one that ends up in prison and with a criminal record. |

the dvla cant do anything if they are declared sorn, they may send someone round to have a check on them, but if found to be off road, then they cant do anything.
you need to contact whoever owns you block of flats, its their land so its up to them to contact whoever, to get them moved.
if you want a swift response to get them moved you could burn em out. only kidding! |

This happened to me earlier this year. The police wouldn't do anything as the car was on private property and tow truck companies wouldn't do anything because it wasn't my car. (wtf?) I ended up breaking into it, disabling the steering lock and having a friend steer it while I pulled it to a nearby no parking zone, where it quickly became the city's problem.
What I suggest: A car's emergency brake can be disabled from underneath the car, you can even put an automatic car into neutral. Do that and push it off your property. Whatever happens next is the driver's problem. |

Who actually owns the car park? If, as I suspect, it is your local council it is their problem. The police cannot do anything, as you rightly say, it's not the highway. Sounds like the council are just trying to pass you off, they should know the police can't do anything!
Keep pestering the landowner until you get through to someone who actually knows what he's doing. Don't be tempted to do anything yourself, you could leave yourself open to all sorts of things, including charges of criminal damage. |

Have them towed onto a public road, where they can be left safely parked. All the tenants could share the expense. Then the cops will take them. |

the correct thing to do is to contact DVLA and ask them to put up a NOTICE OF INTENT this notice is put up with the permission of the landowner and gives notice that any vehicles parked on the land will be investigated and if not subject to a SORN notice and are untaxed they will be removed by the DVLA.
after you have done this and if the vehicles are still there place a notice on the windscreen stating if the vehicles are not removed within seven days, you will have them removed.
take a photograph of the cars with the notices on and also keep a copy of the notice.

if abandoned they may want to check the plates so you could at least give them that and the description to see if they are being looked for. |

It really is fly-tipping that you have to think of.
Post an advert in the local paper for three weeks requesting the removal by the owners.
If they show up charge them for the parking time.
If they do not show up it is down to you to have them taken away and disposed of.
DVLA believing that the vehicles are being driven about would suggest that you have or there are clones out there,
Police action should be taken if Swansea still say the vehicles are being used because obviously there are serious laws being broken somewhere.
I have had a similar experience in that I was contacted by police asking me to remove a caravan abandoned 200 miles away with my registration on.
When I contacted them and told them where I was on that day and the fact that I never owned a caravan it started an investigation and to my relief my car is the legally registered one and the clone is the one that was involved in the abandoned caravan.
Get back to the police and insist that an investigation be taken.
Bank robbery, child abduction any kind of criminal activity could be going on through the use of such vehicles plus the fact that cloning is breaking the law in it's self. |

You might do the following and put a for sale sign on them. Then, someone would try to steal them. Or, you might take down the plate number and report them as stolen. Then, in that case, the police would find them, haul them off and you'd be rid of them.
Or, you could call DVLA, police and council with these suggestings, halfway jokingly and ask them are these the sort of things you have to resort to get something down about this situation. |

If you own the private land have the car towed at the expense of the owner. You just the towing company that the cars are parked illegally and they should come pick them up and put them in impound. With the plates still on the cars they should be able to contact the owners. from there when the owners come to pick up the cars, they will pay the towing and impound fee. If you are positive the cars are being driven and the care should not be parked there, leave a note on the car and let them know if they continue to park there the car will be towed. |

Call the city that is a property standards issue, and a vehicle even in your property cannot stand on public view without use due to its probability to leak oil into the sewer, or environmental concerns to the public. If no one can see them it means they are in your property where you can deal with them, but as long as the public see them the vehicles must be in use. Tell them they are a fire hazard as well since gas might leak out of the tanks. Is obvious that within reason they can help you, lets say the owner is sick then the vehicles could sit there for a prolonged period of time. However if the vehicles have not been moved and you are sure no one owns them, by law the city must removed them. Even if they are owned by someone but they have not made attempts to shift them the vehicles can be removed by hundreds of by laws that your city officials would know best. Good Luck.......... |

You would have to pay a private company to remove them to a pound. Depends whether you and the other residents are prepared to pay out for this. ? who pays storage fees? |

If you own the property you can put a lien on them and sell them against storage/parking fees. Charge $150--$250 a month.
Contact DMV and they will send you a lien kit. |
