What do I need to do for my hearing?

I was uninsured over the holidays and got into a minor car accident ( I have since then reinstated my insurance) I recieved a letter from NC DMV saying that my license will be suspended for not having insurance at the time of the accident if I cannot provide one of the following.
1- pay a huge security fee
2-get a release form saying i am release of property damage and physical damage
3-get a settlement agreement with payment dates
My question is if I am dealing with the other persons insurance company, do they have a release form from their client?
How do I go about getting a copy?
If not, who do I get the settlement agreement from?
Will the insurance company give me something to prove I am making payment?
Any help is much appreciated. :)
