What do I need to do to register a car I just bought?

On the 16 of this month I had bought a car by a private owner. It's a 1996 Saturn SL2. I'm 19 years old with out a driver's license, insurance and I still haven't registered the vehicle. Only reason not doing so is because I think I need the following. What do I need to do beside take the test(which i'm doing tomorrow). Can i register with out the following because i really need a license plate number, before i get a ticket and before the 10 day of attempting to register the car. I need help and answers

Those who tell you that you must have a drivers license simply to register a car are just plain wrong. Many people without drivers licenses own, register, license and insure cars every day. Think of the disabled, elderly, rich, etc who do not have a license but choose to
have others chauffeur them around in their own registered, licensed and insured cars.

UCANTCME

Until you get both you license and insurance you will not be able to register this vehicle.......
