nothing...by using a LETTER to start, they give themselves a lot more series of license numbers than if they used only numbers (that first position could be any one of 26, rather than just 9 or 10)

The letter in front of the numbers? It identifies the state (if you are talking about a US license.) But some states do not even have it, so this system is not perfect.

Here in Michigan its the first number of your last name.

There are no letters in a driver's license where I live. It probably doesn't have a "meaning".
