what is the difference in looks of a regular to a Non-Negotiable Title?

if i have a blue title does it mean the actual thing or can it still be Non-Negotiable.

There is a book at the DMV and AAA Auto Club that has a color copy of every states titles. You can take the title in and have them match it up. What state are you referring to, anyway?
I've never heard the term "Non-Negotiable" Title
