and does it cost extra? i see them everywhere.

You can order it on line as Oklatom suggests, and have it mailed to your closest DMV or AAA Auto Club for pick up.

Or you can go into AAA or DMV and have them help you fill out the form. This is the form you fill out at the office If you want to see ahead of time:

The Arts plate has palm trees.
The Tahoe plate has Lake Tahoe.
The coastal plate has a whale tail.
There isn't really a beach scene.

Of course the only place to get plates for your car is the CA Department of Motor Vehicles.

You're probably after the "Coastal" plate. $90 to get it, and $70 per year thereafter.
