Where do I report an abandoned vehicle?

The vehicle is in a private road, with an expired tax disc dated 31/05/04

i run a residents association in coventry. firstly, the car is on a private rd. its got nothing to do with the police, as its not committing any offence. the DVLA wont do anything either as its not on the public highway and therefore outside their jurisdiction. it doesnt even need to have been SORN.

basically, you cant do anything about it bar find the owner and speak to them. you cant even use your own phone to call up the scrap man and tell him to take it away as youll be comittiing an offence of disposing of property not belonging to you, especially if you give the scrap man your correct name and address and they use it to trace you.

however; try speaking to the owner, put a note on the windscreen, or go knocking doors and find out who is responsibile for it being there and ask then to move it. you have no rights in this matter. you cannot demand its removal simply because its been there a few years and its an eyesore. i know this because my neighbours tried for 5 years to make me remove a 32 foot mercedes coach... i wasnt committing any offence, and teh law was powerless to intervene. in fact it was on my side as it protected my property. the police are there to enforce the law, not interpret it.

should the vehicle "dissapear" the owner can report it as stolen and the police will have to investigate it. and if they ever find any evidence they'll prosecute (you) for theft and teh owner can claim compensation. dont take this matter into your own hands, youll get nicked, fined, and probably have to pay compensation to the guy, just to add insult to injury. yes the law is an ***, but its the law. try having a conversation, negotiate, for all you know its a classic car waiting to be restored. life gets complicated, it may have simply slipped the owners mind, and he doesnt realise he's pissing you off so much... he might have had a nervous breakdown/divorce/death/lost his job/become a crack dealer and its the last thing on his mind! be upfront about it, knock on the door and ask. whats the worse they can say? bugger off its none of your bussiness...ok, so you're back in square one, but you know who owns it. and then you contact the environmental health unit at the local council office. if its in a dangerous condition, or is likely to cause a hazard to public health and safety the council has teh power to enforce the owner to deal with it, or be prosecuted. (then the council moves it and send him the bill)

Unfortunately, I believe the police are not responsible for private roads. After all, they are not responsible for speeding in private roads as they are not the public highway. Have a word with your landlord (or whoever is responsible for the road) and ask them to deal with it. If it is your road, ask the council what to do. The police should also be notified, however.

I have a dreadful feeling that those who own the private road are responsible for removing the vehicle, in the same way as if someone dumped an old fridge on your front lawn.

If its on a private road then the removal is difficult as the tax disc (and therefore any insurance) is irrelevent. The DVLA will be able to tell you who the vehicle belongs to and then you can approach them. Alternatively, if the land belongs to you, you can remove the vehicle to a publc road and then contact the police and the council (the police will attempt to prosecute but the council shold remove it). My advice is to contact the DVLA and then the police.
