Who is at fault?

I was driving leaving school and it was pouring down raining like cats and dogs u barely can see on the road the car that was infront of me was about a 3 car distance from my vehicle and he had smoke tail lights so dark u can barely see the red. So I'm doing da speed limit I blink once and all I seen is da back of his car went in the air like he grab his brakes not paying attention I couldn't switch lanes at da time so I grab brakes and being dat it as raining I slide all da way into him and cause a 3 car accident I knw I'm at fault if I hit smeone in the back but I'm gettin charge for too many fees and he has smoke taillights plus da only way I knw dat he grab brakes is becuz da back of his car went up thats telling me that he wasn't paying attention. Do I have a chance to when dis case? Being dat smoke taillights is illegal in every state?
