Visit your local council and find out who actually owns the road.
If it's a through road then the council are most likely responsible for upkeep however if its classed as a communal driveway or private road then you AND your neighbours are liable.
You may be able to apply for a grant for the work to be carried out but your council will know more about that.
If there is more than one other neighbour involved and no-one else wants the work carried out then you may have to leave it as is.

If its an unadopted road then it is not the councils responsibility...this is something which should have been checked when you bought the house...if it gets in such a bad state of repair it is dangerous, then the council may be able to apply to have the road repaired and claim the cost off the various owners.... |

if your deeds say you are responsible , then you are almost certainly responsible.
the local authority is responsible ONLY if it has adopted the road, I think through a section 108 agreement), if it is LA adopted then it will have some clear deliniation or demarkation, easiest thing to do is to contact your local authority (probably highways department).
assuming its not adopted...
...If your deeds clearly show the road with you owning the up to half of the road (presumably based on your frontage to the road, then Id guess you are responsible for the repairs of that section of the road.
...then there should be some agreement in place to provide access and for maintenance. usually Id expect all houses on the road to share a proportion of maintenance bills (often based on the frontage).
I think you need to re-read the deeds and try to find out the position regarding the road, who built it, when, and what agreements or responsibilities are attached to it. |

you are liable, because you own the land, its like the public bridleways on farmers Fields, if someone breakes there leg because of a big hole in the bridleway the farmer is liable |

if you own it, it's your responsibilty - HOWEVER - if you don;t use, why bother? We live on a private gravel road shared by 6 houses, and each year everyone pitches in to get it resurfaced. Maybe the people there will all pitch in. |

unfortunately if you own the road then whether you use it or not you have to maintain it.
when did you buy house? did your solicitor point this out to you? if not you may have some claim against him. |

Even though you own the portion of land that the road is on, the state maintains the road.
Check with your states department of transportation to see if the road is state maintained. |
