Will a pain & suffering settlement be at least equal to the medical bills?

I know there is no set formula for settlements but is it reasonable to think it will at least be equal to medical expenses?
The cost has been 6K over 2 years. The other person was at fault and all of my medical bills have already been paid for by the insurance.

It could be more, it could be less. It really depends on how much "pain and suffering" there has been. I would be able to answer this more accurately if you gave me the exact scenario.
