According to the DVLA these are the requirements.

Rules for learner drivers
Before you start to drive, you must:

hold a valid, provisional driving licence for Great Britain or Northern Ireland
make sure that any vehicle you drive is roadworthy and properly taxed and insured
It is important to learn safe driving practice from the beginning of your driving career because bad habits are hard to break.

It is unlikely that anyone except an approved driving instructor (ADI) would have the experience, knowledge and training to teach you properly. Learning safe driving habits from the start will improve the safety of yourself and other road users.

If you want to practise your driving with an accompanying driver, the accompanying driver must be over the age of 21 and must have held (and still hold) a full licence, in the relevant vehicle category, for three years.

As a learner driver you must display 'L' plates ('L' or 'D' plates in Wales) in a conspicuous position on the front and rear of the vehicle you are driving.

*****The vehicles insurance must have you as named driver.

NO, the person driving needs insurance not the passenger regardless of there licence status, if you were to have an accident and you were not insured you would be in big trouble and have points put on your licence before you evev got it, its really not worth it.

You need to be insured to drive the car or they need to add you to their insurance, They need to be over 21 years old and have held a full licence for 3 years, unless you are driving on a carpark or your own grounds then you don't need insurance for that, but you must display L plates.

Me
You both have to be insured

If your driving buddy has a car of their own with insurance they will most likely have a third party driving extention.

You have to also have insurance for your car you will NOT have this third party driving extention

No, the person driving has to be insured.

No you have to be insured to drive the car and you can have someone who is uninsured sitting by the side of you to teach you as long as they have a full driving license and they have had it for over three years.
Who ever drives that car has to be insured as they are behind wheel.
I have just checked this out for my daughter as we brought her a car and she is learning to drive.

You need to be insured. You are the one driving the car. Anyone that has held their full license for over two years can sit in with you. They don't need to be on the insurance as they are not driving the car.

Maybe it is over three years.

You can get insured on a provisional as long as its n accordance to there policy and law ie you have someone in the car with you that has been driving for a minimum of 3 yrs and are clearly displaying L plates.
