I am wanting to know what steps are needed, so I will not have any problems with the law. I can get it insurance here but, I was told as soon as I do the Dept of Motor Vech. and the lender would know and I would only has 30 day to the car registered here. There would be know need of that because I plan to move back to the other state in about three month.

Just register and insure in the state where you will be permanently in 3 months... If you keep re-registering in different state, there are other fees that will have to be paid each time...
FYI: If your stay in one place is "short" term but consistent, you can call your insurance company and tell them that you will be in a certain area for a period of time and they may give you appropriate rate for the area.... Be careful though because, you might be in an area where the premium would be higher than your main location... I have friends who are consultants that travel to different states and stay for projects for a number of months at a time and that is what they do to get better rates than paying the higher rate where their car is registered...
