When I was robbed, they took some money and some of my plants, I grow my own. The guy was charged with robbery and possession of cannabis, and the plants were used as evidence against him in court, which I thought was highly amusing. Just stealing the weed though, no chance, sorry.

Yes of course he can, it's theft. However, your friend will also have to explain why he was in possession of a 'substantial amount' of the drug, and will in effect admit to being guilty of being in possession with intent to to supply the drug. Furthermore, should the police recover the drug, it will be destroyed. You really should choose your friends more carefully instead of this drug dealing piece of **** who I personally would be glad to see die a painful death.

He'll need to make a statement as to the amount and the value.

Then, the suspect can be arrested for both the theft and for the possession.

And then you, I mean your friend, will be arrested for the possession.

All these people saying "no" and "idiot" and "lol" are, in fact, idiots themselves. If your friend is in California or any other medical marijuana state and has a medical marijuana card, yes, he can and should report to the police that his weed was stolen.

Think of it this way, I'm a dying cancer patient and I get prescribed morphine. No doubt, morphine is a controlled substance, but it's prescribed to me and it's expensive, obviously I'm going to report it. Just make sure your friend checks the amount he intends to report stolen with the maximum amount he is permitted to have in the county he lives in.
