You should report the person not the store.
If someone who is 21 is LEGALLY purchasing alcohol and then selling it or giving it to minors, that is not the stores problem. The stores responsiblity is to make sure it is selling to people of legal age, what a person decides to do with the alcohol after that is their decision. |

Call your state liquor board, they are the agency that is responsible for issuing liquor licenses. You may also want to notify your local police department and have them set up a sting operation. |

Well I would say your local police. Most states have a bureau of alcohol report it them. If you know this and you don't report it you could be aiding to the delinquency of minors and get in trouble. So I say report it to your city, county or state. |

You could talk to the store manager if it's obvious enough. You can't report the store for selling to a legal aged person for minors because the person at the store will deny it and it's just to hard to prove (it becomes heresay also if the clerk got I.D. from the person of age they are considered to have put forth effort not selling to minors). The store clerk did sell to a person who is of age and that person who distributed the beverage would be the person at fault. This would be because they purchased the alcohol and gave it to the minor. Where as the store is only accountable if it gives the alcohol to a minor. Also if a store clerk asks for I.D. and is given a fake this is the person who displayed the fake I.D.s at fault because the minor has tricked the store owner. Even if it's a terrible fake. You would report this to the police though and they will handle the issue. ABC or alcoholic beverage control laws are familiar to me as a bartender. |

Ask to see the Mgr of the liquor store and tell him what ya know and who is selling it (which clerk) reason I say this is the owner depends on his "Livehood from this store( and other clerks) |

There is definatley an alcohol hotline (I pass the billboard everyday but can't remember). But you can just report it to the local police department and they'll also take care of it (plus you'll get a reward =p) |

Its still America you can still buy as much booze as you want too. What you do with it once your out of the store is your own doing. I boot legged all the time, The store knew it. They said if I get in to trouble its my own damn fault. So call the police on the Person if you feel that needs to be done. But leave the store out of it. |

Wow! I assume you are a huge prude and always followed the rules when you were young.
I'm 20 and have been an active social drinker for over a year now. I go to different liquor stores who usually dont ask for ID as I look fairly old. The minority that do usually allow me to make the purchase if I say Im over 21 and quickly say my date of birth (-2 years).
I wonder why most industrial nations have drinking ages of 16 and some under. A few are 18 but none 21. The U.S. drinking age was 18 a couple decades ago but a minority of teenagers who deserved to die in accidents decided that needed to be changed.
If our drinking age was 18 perhaps all those high school and college kids wouldnt be binge drinking since their would be no reason to "get it while the underage booze lasts"
So yes, I suppose you should report that local business owner to the officials. And maybe some older brother will get in trouble for doing the right thing. Yes it maybe the right thing as using a fake ID is a federal offense and threatens national security.
