You don't say if this is on a public highway. The Law says that if you can't get access to the highway then it's an obstruction and the Police can take action, but if you are trying to gain access into your driveway from the highway then the Law doesn't apply. Crazy situation. This is in the UK.

Assuming that you want to know the legalities about him blocking your driveway, it is illegal to block your drive.
If there is a dropped kerb or it is required for access for emergency vehicles or the like then call the police and the vehicles can be towed.

IF the vehicle is CURRENTLY blocking your drive:

1. speak to your neighbour, if they are unco-operative then: -

2. take a note of the registration

3. call your local police on their NON EMERGENCY number

4. tell them that it is blocking your driveway and it is not possible to get in/out , give them the registration, tell them you have tried talking to the neighbours

5. leave the police to deal, they will either ticket it or tow it away!

if they ARE NOT currently blocking your driveway:
make a note of the registration and contact your local neighbourhood policing team to discuss the ongoing issue (call your local police number to be put through)

Your best bet is to not even get in an argument with him, as it may only lead to more problems. Just call the police when he blocks your driveway. They will ticket and tow, or ticket and ask him to move the car/s. Let the police handle it. Once you call and they know the situation, you don't even have to get involved at that point.

He has no right to obstruct YOUR driveway call the cops and have them towed away.

either phone council or the poice say there always obstructing your drive and they moan when you ask them to move. if you have white lines oainted infront of the drive phone the polie. if not best off phoning council x
