I just recently moved because at my last apt. the downstairs neighbor was always loud & partied & drank every night with his buddies. I asked advice on here & a lot of people said to move & because my rent was so cheap, I didn't consider it, but then despite my complaints to the management & to my neighbor, the noise actually seemed to get worse, so I moved into an apt. $30.00 more. It is very quiet here, so my sister decided to move into the apt. upstairs right above me, so I could help her watch her two boys, 9 & 14.
My sister started moving stuff in & every time we walk up the stairs of come out of the apt. this scary old lady right across the way, who looks 80 or so, walks out & just stands there & starts to speak gibberish. There is also a metal table, scooter & there was this urine smelling rug they hung in front of my sister's apt. We told the mgr. & she left them a note to remove the rug. She told us the son & his wife are supposed to be her caretakers, but they don't seem to be taking care of her. She looks very unkept & dirty & is always roaming around the parking lot & apt. complex in a raggedy fur coat carrying what looks like a coach purse. She honestly looks like a homeless person on crack or heroin, she is always mumbling to herself & if you walk by her she will say something in gibberish, except one time she asked someone to buy her a soda. My sister was living with my Mom in a townhouse in the same apt. complex, so she has been slowly moving stuff everyday & everytime we go there that lady will come out & say something gibberish. My sister & I just walk by her, but my nephews are scared to walk by her & they have to walk by that rug, around that metal table & scooter, yesterday there were shoes there too. It's like you try to hurry & lock the door before she comes out, but she must be right there because she always comes out & tries to talk to you. I'm worried she's going to scare the boys when they are leaving for school with their backpacks & they might fall down the stairs. One time I thought I heard knocking & when I opened my door she was right there & scared the crap out of me, so I closed my door. My sister is having all the big stuff moved in on the 21st, so we are trying to figure out what to do before she is officially living there with the boys.
We've already told the manager, I also called to tell her I could smell weed, too. I was going to call the property management company today while my sister is at work. My sister & I like the fact that we will be living upstairs & downstairs from each other, so moving somewhere else is not an option. This is really frustrating, what would you do? Additional Details I moved her in January & I didn't start to notice the older lady until my sister started moving into the apt. upstairs. Someone made a point that maybe she is trying to let people know she is being treated badly & it might be in her best interest to contact Adult Protective Services

Stop annoying the property manager and look up adult protective services - if this older woman is in the state you claim she is, she needs some serious help and might actually be out asking you for it! Call the state or county resources or the hospitals and ask who you can call for adult abuse or contact the general information line of the police and ask for a welfare check - tell them what you wrote here about her condition, the weed, and the way you perceive her care to be. Let them know you are calling out of concern for the woman, because she always comes out when your family approaches and looks unkempt - you might be helping her out of her family leeching her free housing and state benefits. |

She probably has Alzheimer's Disease or Parkinson's Disease. I had one grandmother with one and one with the other. My money would be on Alzheimer's.
If she is not being taken care of, this could be considered abuse (i.e. neglect). I would talk to the police. I mean go down to the police station and talk to them (as opposed to calling 911 and having them come talk to you). I'm sure that there is some sort of social services in your area to contact, and they can give you the information. Also tell them about the drugs. You want to go on down to the station because you don't want your neighbors doing drugs to know that you are the one that reported them (they might retaliate). When it comes to the scary lady, the police are going to approach the "caretakers" with a much more heavy handed approach, whereas social services is going to be more cooperative (i.e. let's line you up with the resources you need to actually care for the woman, etc.). |

You should be nice to the old lady, maybe get her a soda. I bet she is lonely. Remember that you will be that old someday. If you think she is in need of real help, call the local cops to go do a welfare check or the local old peoples unit. |

I kind of know how you feel. Last year a senior citizen who was very ill had her electric shut off. Beings we both had the same landlord I contacted our landlord to see if he could possibly have her lights turned on. He did not agree. So I went and gave her several blankets and warm clothing to keep warm. She made a statement that worried me to no end. She wanted to go to sleep and never wake up. I contacted the non emergency number of our local police department, who arrived immediately. They in turn called paramedics to have her checked out, and Senior Protective Services. Her caretakers were not taking care of her either. Even though your situation is a little different than mine was I would suggest you call Senior Protective Services or even the non emergency number of the police. It sounds as `though she could have dementia, Parkinson`s or even Alzheimer`s. She also could be just plain lonely and needs to see other people. I wish you luck! |

Maybe this little old lady just needs some extra special care..let try to speak to her and she wants she needs..contacting Adult Protective Services may end up being a blessing for her..maybe she is in need of 'adult day care services'.. |

The old lady does sound lonely to me too. Someday you yourself will be like her...Seems to me your not happy where you move to and things have to be YOUR way. The older lady DID live there before you. You should have asked the manager about the people in the buliding before moving in... Its like complaining about a train making noise after you moved in to a home when the tracks and the train have been there all along. |
