Sort of. There's the Pro's,and then there is everybody else.
The only ones to get busted trying to smuggle drugs in are the ones that haven't paid a bribe. The little guys just make good press for the DEA! The war on drugs is the biggest fraud ever put over on the American public! Name even 1 battle that has been won? There's NONE! We lose the battle every day for 60 years,when do we change the strategy? When was the last time you heard of an 'indoor tobacco grow operation'? or a moonshine still ?

No there is three. 1 the manufacture or grower 2 the runner 3 the dealer. If drugs where Legal the US would have more money to waste on it's war in the mid east. and drug dealers would be out of business and a lot of good people would not be criminal's because of drug laws.

yes there are only to kinds of drug dealers ,those that have been caught and those that are going to get caught.I guess you could also say those that have killed somone with their poison and those that will kill sme one with their poison.
