As a Cadet of the California Highway Patrol...Do I have to pay the Uniforms? before & after Graduation?

In the Booklet says something about Uniform Allowance... if i am not wrong is about $ 920 dollars. What does this actually means? We kinda "borrow" that money & We have to pay whatever we spend in uniforms, belts, etc.etc. or is it free?
Is the gun provided? we have to buy it? or the gun still belongs to the government?
