Attorney General, Small Court Lawsuit or Class Action Lawsuit suitation help?

This company lured about 200 people into their new business opportunity 8 months ago and failed to deliver. I believe in 2 months, they got $350K-$400K from people; each from $1k-$4K Many requested for refunds but the company denied the refunds and kept making excuses that their company is currently working on new developments for the distributors. The company has been reported to the BBB but nothing yet. What is the best solution? 1. Should people file complaints to the attorney general/state? 2. Each file a small court lawsuit? 3. Class Action Lawsuit? Others?
