Yes. Anytime alcohol is being served you may be carded. And by the way, if you're not 21 you can't sit at the bar and order food. You can't even be in the "bar area" without your parents.

It might be, but in the UK if someone serves someone who is underage they can be fined a lot of money, that might be the case where you live and the bartender might just be trying to cover their own back. I wouldn't worry about it.

Yes. The bartender must I.D. everyone. If the ATF comes in and you are under age the bartender can get fined or worse even if you are not drinking. If you notice on the outside of bars they have a sign that says how old you have to be to enter. Even if you are old enough to drink, you must have an I.D. on you at all times when going to a bar or they have the right to refuse service.
