No, but it's just common courtesy not to litter your neighbor's property or, for that matter, anybody's property that's not you own, and if you have warrents for your arrest you won't be arrested for littering but you will be taken in for the warrents once they do a warrent check on you.
If your neighbors asked you to not litter their yard, and if you got all huffy about it then you could go to jail for causing a disturbance in the neighborhood.
