Not 100% sure really, but I think they 'may well' have been given the powers to do that, but it all depends on this statement off the FAQ's from the Home Office link.

No! They can stop you if you're on foot, but not in a car. The answer above misunderstands that. However, they can obviously notify the police of your registration and get back-up so you still need to be careful.

Devon's answer is correct. The part about stop and search though is obviously more specific to that.

A Police officer can stop any vehicle at any time. They can then do other things if they have the grounds to do so.

Yes they have a power to control traffic and to inspect documents where they suspect a road traffic offence as occurred under the Police Reform Act 2002'.

Yes, if the brakes are working correctly, anyone should be able to stop your car.
