Yes. A cop does not have any speeding rights when s/he is off-duty or is not in a situation where s/he is authorized to speed.
Since cops are citizens, they are also subject to the law.
Though, logistically, this rarely happens because cops know each other and do not want to alienate each other. Cops often decide to let people go even when they do have a case for a ticket because of sympathy, and similar reasons usually apply to speeding cop cars.
However, it's definitely possible. I've actually seen it happen in my city, and let's just say - that cop is probably not very popular at the police station. |

Usually cops speed if they're going to an important scene, so they could just use that excuse if they really were truly speeding just because they were idiots.
Now this only works if it's in a cop car. If it's in a regular car they probably get the normal fine and most likely lose their badge. |
