Can a cop pull you over if he is parked and you are driving but not speeding or breaking any traffic law?

if im driving on the highway and a cop is parked in the grass i have not done anything wrong can he pull me over?

He can pull you over for a traffic violation or a non-moving violation such as no registration, broken tail lights, obstructed view, child not in car seat or no seatbelt where seatbelt laws apply.

Yes, if he/she has probable cause. For example, a vehicle matching yours was just reported as involved in a felony, and the timing and direction of travel would reasonably cause one to believe that yours was the vehicle reported.

He can pull you over if he wants. That's his prerogative. If you were not doing anything he can't give you a ticket, but he can pull you over. No law against it.

He can pull you over for any reason or none whatsoever.
However, if you go to court, your lawyer will argue that the cop did not have "reasonable cause."

It all depends where you're from. In Ontario Canada (where I am obviously) the police are allowed to do a "routine stop" and do not need any sort of reason at all to pull you over. It may be different where you are however.

Yes, but they are supposed to have "just cause". They will have to give you a reason why they pulled you over.

Yes, its called an investigative stop. However, if he pulls you over and asks you a few questions and see a pound of pot on your seat, he can take it and maybe arrest you. But your attorney is going to have it thrown out becuase the cop didnt have probable cause to pull you over which led to the finding of the drugs. If he pulls you over you are not in custudy and are free to leave once you know you havent broken any laws. I wouldnt suggest just leaving though. Chances are great he can find something to write you on. Most cops are way to busy to pull over someone for no reason though. Maybe he had a be on the lookout for a similar car or he thought you looked like a know criminal. They try to keep the public safe, every so often they have to inconvience a few lives for a short period to ensure there safety.
