Can a permit driver that's over the age of 18...?

Can a permit driver that's over the legal age and has had the permit for 3 years drive without someone in the car? Can they drive alone? Or do they have to drive with another licensed driver or is it just mom/father type deal? Can someone explain this to me?
Additional Details
I don't have any health insurance, and I'm still living with my parents. They say I cannot get my license until I do...Does health insurance have anything to do with getting my license? They think that I have to have it.

If it's a permit you have to have someone ride with you but there is nothing saying HEATH INSURANCE required. I think this is parents trying to keep you safe.
My daughter is 24 and still driving with permit she has heath insurance but still requires licensed driver to ride with her........she also pays for her own car insurance.
Also there is no limit as how long u can drive with permit. |

no u cannot drive alone. u need another licensed driver in the vehicle with you. if u have had it for three yrs. u can get ur license now. |

The obvious thing to do is to call the local DMV.
Or just take the test and get your license. |

3 years with a permit is a long time, you should be able to get your license by now, or you'll have to drive with a licensed person in the car.
As far as health insurance, you may qualify for a health insurance plan. Just go to the nearest hospital or a medical clinic and ask about their plans. That's something you should always have, not cause you're driving. |

With a permit you must have a licensed driver in the vehicle. All 50 States.
Does not have to be a parent in all States. Why though would someone have a permit for 3 years? Most States it is only good for 1 yr. Why not get the license?
Edit: You do not need health insurance to get a license. You do not need auto insurance to get a license either. |
