LET ME RE-PHRASE....GOSH!
I'M IN MARICOPA COUNTY DRIVING ON THE FREEWAY AND A PINAL COUNTY OFFICER DRIVES BY IN MARICOPA COUNTY. CAN HE PULL SOMEONE OVER FOR SPEEDING IF HE'S NOT IN HIS COUNTY?

AND I SAID C-O-U-N-T-Y!!!!

No. Cross jurisdiction rules do not apply for an officer that is just passing through another COUNTY. (See I read your full question) If he witnesses you speeding or driving erratic, he can follow you and radio for a Pinal County officer to intercept. The only exception is if you committed a crime in Maricopa County and the officer has to chase you into Pinal County, then the Maricopa County officer can arrest you in Pinal County and take you back to Phoenix or where ever the crime was committed.

Anyway, the answer:

Local police in their town can arrest, without a warrant, any person for an offense when the person is taken or apprehended in the act or on the speedy information of others. Outside of their town, they can arrest someone (1) for a felony, without a warrant, at any time or (2) when in immediate pursuit from their town and they could legally arrest the person under their authority (CGS § 54-1f). A motor vehicle violation qualifies as an offense for purposes of this statute and an officer can pursue a person outside of his jurisdiction for a motor vehicle violation (State v. Harrison, 228 Conn. 758 (1994)).

In Pennsylvania, yes, an officer that is out of his jurisdiction can pull you over, but he/she must notify the officer for that jurisdiction to meet him and take over.

theres a tricky loophole kinda thing, he can, however as i understand it, its comparable to a CSO (community service officer)
they arent cops but if u run from them then your evading arrest even tho its a citizens arrest untill a cop within that jurisdiction shows up then the "arresting citizen" gives the cop custody of you and presses charges against you, however it means alot of extra court time off duty so they normally wont mess with ya unless your being a total idiot

If you're in the other country, yes. And most of the time they'll throw you in jail and let you sit untill they feel like getting things figured out.

he can pull you over, but you don't have to pay the ticket unless you plan on going back to that county. if you don't pay the ticket in that county they will put a warrent out for your arrest, which means if you go within the county border, they can arrest you and you will serve time in their jail until a court hearing (which is usually the next day).

and yes, once you are done with your court hearing, depending on where you live, you may have to take a 8 hour class on driving rules in that county

Yes, if you're caught speeding in that county and if there is cooperation between the county police departments. Speeding is speeding no matter who pulls you over.

Yes they can, but usually, for example if you go to France and use a California driver license, upon showing it, the police officer will most likely (90 % chances) let you leave.
