noo... It means that if you see crime happening you should tell them x

I think it means to come forward if there is something you know about that is to do with a police case or law breaking. That you don't have to remain silent - you can tell and still be safe

Yeah its saying that you have a right to come forward with information just in the same way you have a right not to.... so its not taking anything else away no.

i think it means that although we have a right to remain silent, we also have a right to speak.

Erm no, it means that we have the right to speak up about things and shouldn't feel that we can't report stuff to the police.

Jesus
there is some small print that says about how they want people to come forward to them to tell them about crime and the like.

You have the right not to remain silent

its to do with helping victims of a crime like domestic dispute etc or a witness who may have witnessed a crime being commenced but has too much fear of coming forward over retaliation from the culprit(s) committing the crime they witnessed

I Think Its About Either Rape Or Domestic Abuse Or Child Abuse x

I think it's like the commercial I saw on TV about domestic violence, indicating to neighbors and friends that if you see it occurring do not pretend it is not happening. The person who is being battered is too afraid to notify the police or any other authorities, so it is up to others who are witnessing the incident itself or the visible signs (cuts, bruises, etc) to come forward. This goes for all types of abuse, not just domestic violence, but the commercial I saw this on was domestic violence.

I guess if people know about any 'terrorist' plot (or perhaps other crimes) they MUST inform the police...or THEY will be prosecuted.
