no its the owners that are prosecuted if your dog attacks a cat , you would be fined maybe a criminal record for keeping a unruly animal .
if your dog killed a cat its actually classed as criminal damage your dog may be destroyed and criminal procedings would defitnaltly begin . |

Fish pond guy--Please don't poison neighbors cat! I agree she should not go fishing in your pond. Get some chicken wire and make a lid for your pond for the night. This will also protect from raccoons and skunks. and other things that go bump in the night. |
