Copies of documents are not acceptable. The best thing to do would be to pay for the car tax online then you won't have to produce any documents at all. Details as folows:Taxing your vehicle onlineYou can apply for a tax disc for your vehicle using the secure online and telephone vehicle licensing services provided by the Driver and Vehicle Licensing Agency (DVLA).

How the service works
You can use the service if you are the registered keeper of the vehicle and your name, address and any changes you have made to your vehicle have been updated on DVLA records. The easy to use service will take you step by step through the process. An electronic check will be made to confirm that you have the necessary insurance, vehicle test (MOT) and entitlement to disability exemption (if appropriate). A tax disc and receipt for payment will be sent to you through the post within five working days.

What you need to use the service
To tax your vehicle you’ll need:

Reference number

the16 digit reference number printed in the yellow box on the front of your renewal reminder (Vehicle Licence Application/SORN Declaration form V11) or
the 11 digit reference number found on the front of your Vehicle Registration Certificate (V5C) and your vehicle registration number

Debit or credit card
There is a £2.50 service charge on credit card transactions only.

Vehicle test certificate
If your vehicle requires an MOT, Goods Vehicle or PSV test, you must have been issued with a new style (computerised) certificate to use the service. This will be checked on the Computerised MOT Database.

Insurance
Valid insurance covering your use of the vehicle will be checked on the Motor Insurance Database run by the Motor Insurers Information Centre. If you are not the policyholder, you will need to get permission from the policyholder to allow the electronic check. You cannot use the service if you have recently changed your Insurance Company.

Yes you can and if you have the new type/style MOT, you can do it online, so no need to queue up in the post office.
I have also been to post office with print out from email.

As far as I know, faxes are now considered legal documents.

I would check the dmv website of your state to be sure.
