Can my husband drive without a license?

My husband hasn't driven in over 4 years because he was in a bad accident. he wants to get his license again but we have moved to a new state where he has to take the road test before he can. He wants to be able to practice before he takes it, and they said they can't give him a permit or anything. Can he drive around in a parking lot if I'm there with him?

A parking lot is private property unless owned by the state so I would say yes but try to be there when empty.*

If they can not give him a permit he will not be eligible for a drivers license either.

As long as you're on private property, you're able to drive. Your driver's license is for driving on public roads and highways.

You have to drive to the parking lot but usually if he's in there practicing you should be okay.

Legally, your husband is not allowed to operate any vehicle without a license. However, if you are on private property (with the permission of the owner) that would not matter unless he started to drive recklessly.

If you are in an empty lot, most officers would just tell you that you can't practice and would let you go. Unless you get that cop from Dallas, then you're screwed.
