Why is it nobody seems to understand that a concealed carry permit is license to carry concealed and has nothing to do with carrying openly? It depends on the laws of your State and municipality. Check not only the gun laws but the regulations pertaining to repo persons, they have special rules they have to follow which are job-specific.

If the "Repo Man" has a permit to carry a concealed weapon then yes.

Also if he is an off duty law enforcement officer he can carry a firearm as well without the need for a permit. This would also depend on the policy of the agency they work for. Some agencies bar off duty police from using a firearm on a second job as it may be a conflict in interest.
