like a week later? is there a time limit? and can you apply for a restraining order the same day?

Yes you can report it. It may be hard to make an arrest in the case due to the delay. An OOP may be warranted, but you will need some DV history or something substantial that will justify it. Normally OOP's are not issued a week after the fact unless there is a DV history. Ultimately a judge will decide.
