Can you get a license for knife possession in the public?

If you want to carry a gun in the public, then you need a license for it.

What about a knife, can you get a license for a knife as well?

Not everybody knows how to use a gun, not everybody can get a gun legally and therefore it makes sense to require a gun license.
But it wouldn't make sense if a license for carrying a knife in the public would be required if such a license really exist. That's because everbody has a knife at home and everybody can buy a knife easily with no age limit and without any other restrictions.

Length of the blade and concealment are the issues.

Over 2 or 2 1/2 inches is felt long enough to reach a person's heart and therefore to kill them.

Concealment of an oversized knife may be considered a deadly weapon.

No need, when in doubt whip it out. The fact is, a box cutter is easily enough to kill. Stupid lawmakers know nothing about blades. Certain people would be lethal with little more than a Gem safety blade and some doofus with a machete would be ineffectual. Absurd policy. One slash in the correct zone is certain death and the longer blade would be clumsy and less accurate. Consider was one could do with a scalpel.

well in Minnesota you can carry up to a 3 inch knife in public legally
but never heard of knife license
