Cops read this please and give me an explanation... this is an easy one for you I bet?

Ok as I understand if your going to write a ticket for a traffic violation one of the key elements is you must be able to prove the person your writing the ticket too was the person operating the car. How do speed cameras work with regards to this? They take a picture of your plates to confirm your identity and then issue a ticket for the infraction. So these cameras are quick to confirm who the car is registered too but in no way can confirm who was actually driving the vehicle at the time. Ok so if cops can't go writing certain traffic tickets unless they know for a fact who the driver was via maybe their car camera or some means... how can these cameras just supercede this requirement and legally issue tickets to the owner without confirming who is driving the car. Am I not understanding this right or is this just a gap in the law that makes no sense... or cents I should say other then to make more money. I agree the camera should be there for surveillance but using them as a sole means to enforce traffic laws seems petty and just a means to make extra money without doing extra work. Also where do you draw the line? Are you just gonna start putting up cameras like cell phone towers until the whole world is like a version of big brother.
Additional Details
As I understand most cameras do not take a picture of the driver... there are very few that do and the picture is very blurry and can only confirm gender and race. So for the most part these cameras are writing tickets without confirming the identity of the driver... Cops can't do this... why the He!! does a camera have more jurisdiction the an officer of the law? It doesn't but we'll overlook this gap to make some extra money oh yea!

Cameras take a picture of the license and driver. If someone else is driving your car, that's too bad. You're responsible for your car. It's up to you to get the person driving your car to take the ticket, otherwise it goes to you, even with the other person in the picture. And quit the "big brother" argument. It gets real tiring for you people who constantly break laws.
