Our policy mandates handcuffs, and the jail will not accept an inmate that is not handcuffed.
I've seen people go from cooperative to uncooperative in a hurry, especially when they are drinking.
If someone claims to have a wrist or shoulder injury, I will cuff them up front. A person who has broad shoulders and short arms is also difficult to cuff in back. I carry a transport belt with a ring, that helps restrict their movement. |

Depends where you are. Dont know about the US but here in England its not mandatory. You need to justify using the handcuffs. Safety does come into it especially if the officer has never met you before etc. Previous for escaping? Resisting? Violence? Drugs? Weapons? all of this needs to be considered. It all depends on the situation. I think a officer would be on a sticky wicket for bringing in a handcuffed OAP with no previous for example! |

They do that to protect themselves, doesn't matter if you are cooperative or not, they have to follow the rules for their own protection. Plus if people try to bolt, with them handcuffed it's harder for them to get away. |

It is my agency's policy to handcuff everyone we arrest.....we handcuff people with hands behind their back and double lock the cuffs. No sense in handcuffing people in the front and giving them a weapon.
I have arrested people that went from totally cooperative to violently combative in the blink of an eye. Some people will actually try to lull you into dropping your guard by cooperating. We need to treat people well but we still need to keep in mind that people act differently when confronted with a loss of freedom.
EDIT:
Note to self.......never be a Police Officer in England if the government won't support them enough to allow Officer who are making a lawful arrest to handcuff all their prisoners. Good lord, you are already taking away their freedom of movement and making them come with you, why should it matter if they wear bracelets while you are doing it?

I was arrested last year and i was not handcuffed (UK). I was nice and polite about it even though the police messed me about for nearly 6 months before they dropped the case due to lack of evidence. |

Why not, everyone should be handcuffed, it's not only for your safety but for the officers as well.
The answer is not to get arrested in the first place, then you won't get handcuffed. |

My departmental policy was to always hand cuff behind the back, double locked.
In the prison, we lock the cuffs behind double locked. Have seen an inmate come out of cuffs like Houdini in 15 sec. and then hand you the cuffs laughing.
During transportation's, it depends on the individuals handicaps or limitations. Belt loop in front as stated above or if missing an arm to the belt and arm or arm to one leg with 2 cuffs. when transporting inmates, always double locked behind back with leg irons or in front with belt loop device.
Have arrested football players and had to use leg irons as hand cuffs.
Restraining devices can be used on air flights such as no cuffs but a leg brace. |

You should state your country in US they always handcuff people in UK the officer often decides not to and are advised not to handcuff children or women unless they are violent |

I was arrested last year and the officer didn't put m e in cuffs til we got right in front of the jail, he even let me talk on my cell phone all the way to the jail. when we got there he got me out of the car and apologized for having to cuff me but said he couldn't take me in the jail without cuffs. he even talked to my friend on my cell to tell him what was going on,and when he did cuff me he cuffed my hands in front so i wouldn't be uncomfortable. He was a very nice respectful officer, i think more police should have his respectful attitude for people. i realize there are some people they have to get rough with, but some cops just have a bad attitude with everyone, even if their not a criminal |

For their safety thats what I hear. Even if you are cooperating.
SNAP: Ive been arrested twice.(DWI) Ive been in cuffs eight times. Minor traffic: front plate missing,3 times brake lights not working but were? Plus bouncing (2) they thought I was the problem not the bouncer. But no record of violence, abuse or fighting with cops. |

They have to hand cuff you, by law you have to be brought in in cuffs no matter what the offense. I cant believe they cuff you in the front, you can use the cuffs as a weapon by being cuffed that way. |

they cuff them so they can't hurt anyone.and its the law,they have to hand cuff. I would never cuff someone in front. They could use them as weapon and strangle someone.Hope i helped |
