there's obviously an officer that lives in this apartment community that im in. he parks his fully outfitted car here at various lengths of the day or night at the building unit across from mine. im wondering is it that this is normal that officers take their task cars home w/ them or is he "snoozing" on the job or what?

It is common for state and county departments to allow officers to take their car home. Because of the large area they cover, it is not always practical for everyone to report to the office to get a car. Letting them take them home puts cars in service as soon as they pull out of their driveway.
On municipal departments, it is not common because they cover less area. On my department, the cars are in service 24 hours a day, so they are never brought home. |

Police departments are local, not universal. Each local department has its own policies and procedures. Some departments allow and encourage some cops to take the cars home. Some cops are available for call-out 24/7. Some departments do it on the theory that it makes the neighborhoods safer.
