A majority of the larger metro cities have switched to encrypted code at higher frequencies in the last 5 years. The gangs have gotten high tech and have bought scanners to track calls going out for advance warnings ( particularly in drug neighborhoods).
Depending on where you live, the scanners might still work for you.

Depends on how old and the radio system they use. Many cities are still using VHF hi and UHF frequencies that have been in use for decades. Some cities use trunked radio systems that older scanners will either not be able to receive at all or that will work poorly. |

The old ones used "crystals" to tune frequencies. If you have one that will power up and work, and can get your hands on the right crystals for the frequencies in your area, it should still work fine.
EDIT: Trunked deals with digital radio, typically in the 400-900 Mhz range. The "old" scanners will only work in the 150-155-Mhz range. |
