As long as maritime law prevents merchant and passenger ships from being armed pirates have an open invitation to take hostages and kill them.

it is not maritime law that prevents it but the individual shipping owners

They can already cary weapons. In international waters the captain is the rule of war. Most keep the rules and law of their registration country.

The only problem comes when they come into port and the local law prohibits the possession of arms.

I think if we give them weapons it will give the pirates more of an incentive to kill them.
