By all means purchase the item.
It does not follow that by purchasing it means you are going to operate it, for the same reason that if you purchase a knife or gun it does not follow either that you are going to stab or shoot someone.
There are many reasons for owning objects that do not require an explanation.
Go for it, air raid sirens are very scarce and may be worth much more than you will pay for it right now. |

I think people would take a very dim view of it. Perhaps you can offer to set it off during a parade, football game or something, so you can get it out of your system and the police will know about it beforehand. Sounds like fun! |
