Fine for ticket for VC 23123 <Unlawful Use of Cell Phone>?

I'm in California. I got a ticket for VC 23123: Unlawful Use of Cell Phone. DMV site says the base fine for first infraction is $20. How come my ticket is $141? Also, is it a moving violation? Should I go to traffic school? or not necessary for Infraction?

It probably is a moving violation. I think it is only unlawful to use a cell phone if you are driving at the time. The ticket is probably so much if you don't want to go to court. If you go to court and go before a judge, it would probably be reduced.
Regardless, find out from the courts why the fine is so high. Go to where you pay a fine in person and ask them your options. If it could be reduced in court, if you can go to traffic school, if you can get an extension to pay the fine. All these things will cost you time to find out about, but may be worth it in the long run.
Just paying the fine won't teach you much about the mistake you are paying for and chances are that you make the mistake again.
If you don't learn from your mistakes, you are destined to commit them again in the future. |

If you read the DMV info carefully, it states that the "base" fine is $20 for the first offense. Meaning, with additional court costs, admin fees, etc., the total goes up.
Also, if you had any fairly recent tickets of any sort, your fine for this particular ticket goes up as well. For instance, I got a speeding ticket and paid it off. I then got a ticket for an unsafe lane change about 6 months later. Typically, the unsafe lane change fine would be about $145. I ended up with a $240 fine because of the recent previous speeding ticket. |

The total fine includes court costs and other fees, per the Uniform Bail Schedule.
It is a moving violation, but points are not added.
If points are not added, I doubt that you would need to go to traffic school - check with the courts to see if you're eligible.
Traffic school is intended for infractions.
