Is there such a things as a Florida traffic citation for stopping in a roadway to pickup a female? If so, please provide information.

Yes, it is called Impeding the Flow of Traffic. FSS 316.1945.

And it's not just in Florida. I was a cop in Kentucky and the law was the same there. You simply can't just stop in the middle of the road or traffic lane of a roadway and obstruct traffic.
