For those who don't know police used a method of crowd control where they create what is known as a "kettle", a sealed off area where no one is allowed in or out, eventually people get bored and can be let out in small numbers.
The problem is that aside from being a gross violation of the European law this is also very intimidating, the trouble at bank, in which the RBS building was broken into, started when people realized the police were closing them in. Worse trouble erupted about 7 or 8 hours later when people simply wanted to leave, they'd been trapped in an overcrowded area on a hot day without food, water or even toilets (the police did bring some toilets in at one point but then quickly moved their lines forward closing them off once again) and many decided they would try to force their way out.
The same thing happened at the climate camp, which (unlike bank where their was violent minority) was entirely peaceful, the police kettled the area before moving in from both sides attacking the protesters as they held their hands in the air and chanted "peaceful protest" and "please don't".
I’m sure they would have followed the officers instructions to move back if the police gave them somewhere to move to. Additional Details they seemed pretty happy to beat inocent people into the ground with out having to worry about any paper work
it was also pretty rough on the people who were just wandering through the area, I met several bankers who were trapped in with the protesters whilst on their lunchbreak, I also saw one woman who was just out walking her dog when the police closed off the area sitting in the corner crying for pretty much the whole protest

i don't think that the "peaceful protesters" would have moved to a different location and obeyed the police. They would have saw it as a command that they don't have to follow... "the man controlling them" Your making a lot of assumptions |
