I think I would ring the police. They might refer you to the animal welfare people but I wouldn't fetch him in my house. The neighbours might call the police on you or the dog migh attack you if you tried to remove him. |

Something similar happened to me a few years back. My neighbors left their dog outside on a chain in freezing rain! I tried to help the dog, but it tried to bite me. I finally just knocked on their door and persuaded them to put a blanket outside for the dog. Don't make the same mistake I did, because a rottweiler will hurt you. Call the police as a last resort though.

Call the police-they'll direct you to the division that deals with animal cruelty(animal police). You can do so anonymously, as long as they have the correct address. But be prepared, depending on the severity of the abuse, the owner can recieve anything from a citation to a night in jail and confiscation of the animal to the ASPCA. |

I used to have neighbours who did this. You should take the dog in AND call animal control, the SPCA or whatever you have where you are. Abuse is abuse, and you should protect the animal. The police can`t really do alot, but animal control can. No animal, even ratties, should be treated like that, there is no excuse. There are laws. |

Call the SPCA (Society for Prevention of Cruelty to Animals) or your equivalent, they will advise you.
I called a few months ago to complain that my neighbour had left a young labrador pup tied on a very short rope to a car in 80 degree fahrenheit heat, he didnt exercise it, and didnt feed it properly (he told us he bought it a kebab for dinner).
However, they told me that as the animal had shelter (could crawl under the car for shade) and water (he had left a bowl of water) there was nothing they could do.
They would give best advice and neighbours probably would be less upset with you if the animal cruelty people came to speak to them than if the police did. Remember you have to live close to these people after the dog comes in from the snow!
Have you tried talking to the neighbours yourself?
Thats what I did with the labrador, it was being looked after temporarily by my neighbour (it belonged to his sister who was in hospital) who didnt have a clue, so I offered to feed it and exercise it, he was happy with this, and I think he would have preferred this to having the police at his door, it would have made seeign him after this very difficult.
So call your neighbour, if that doesnt work, call animal cruelty and see what they say. |

Here is what I would do:
Call humane society, animal police, whatever it's called in your area immediately. Tell them exactly what is going on and ASK if you should take the dog in yourself while they get there. If they say it's ok to take the dog in, DO IT! If not, just wait until they get there. Make sure to tell them that the dog is freezing so they get there as soon as possible.
I wouldn't just take the dog in like that because you never know if your neighbors would try and say you stole their dog or something. I wouldn't call the police either (unless you can't find the number to the animal police). I applaud your actions either way. Your neighbors make me sick. |

I would call the animal welfare place asap , its up too you if you take the dog in or not as you will know how the owners will react but the main thing is call animal welfare as they will probably remove the dog period and find a loving home for it .Poor thing . I love my dog and would never neglect him .I dont understand some people ..

And the owner will sue you, and rightly so.
Animals were around long before mankind, and they did not have their own house/central heating either.
Dogs are used in the arctic and antarctic!!!
You have no right to tresspass in this case, the dogs as you say have a doghouse (kennel?).
They are animals and don`t suffer like us poor humans if left out in the cold.
But if you are concerned, ring the RSPCA and inform them.... |

There is something no one has thought about....maybe the dog likes being outside. Sometimes animals would rather be out in the cold. He has a doghouse so he is sheltered. If you do anything call the police station and they will direct your call. Either way it's going to cause problems between you and your neighbor. |

Believe it or not, it is common practice in Alaska to put straw in the doghouse and let the dogs sleep in the straw in the doghouse. You might check and see if there's not a blanket or something in the doghouse. The doghouse does not need to be heated in order to keep the dog warm. His own body heat in a small enclosed space should keep him warm through the night. By day, the sun will warm him.
Make sure it's an actual case of dog abuse, before causing unwanted trouble with your neighbors. You might give them a call and let them know of your concern... be polite to start with, so you don't have to eat your words with crow. |

Outdoor dogs can live in a doghouse without heating. I wouldn't keep an animal in this way but I've seen farm dogs living like this come rain or shine...or snow. And they seem perfectly healthy. |

My neighbour has a little jack russell and leaves it in a small garden she has had it from 6 months (was a puppy! It has been outside through the really bad winter, fireworks etc, you can't get in the garden, its yelping all the time (Poor thing!!) I have called rspca numerous of times but they just don't care!! In the meantime my heart hurts!! IT hasn't even got a kennel! POOR THING!! YOU GOTTA DO SOMMIT!! what about talking to the neighbour? ask if you can have the dog??!?!

Call RSPCA and give them this information they'll decide best course of action, but there will be the fact that your neighbours will know someone called them, which can become tricky. |

I would leave the dog a lone he has obviously got shelter so i dont think the police or animal rescue services would do any think
has he got food and water? if not then this is cruel. But you must remember that dogs coats thicken for the winter. But as long as he has shelter, food and water he should be fine. By taking him in you could cause a lot of trouble for yourself and you do have to live there. |

Contact the RSPCA, they have the power to prosecute people for cruelty and/or neglect of animals. This includes keeping the animal in very bad conditions which also means bad weather.

Don't approach the dog. He may be a guard dog and viscious. In any case you are a stranger to him and would be tresspassing too. Call RSPCA or whatever animal welfare charities you know of and report the matter to them. |

Well, I am guessing you are not in the UK as I don't think we have snow yet - if ever!!!
Do you have a local animal charity that you could call for advice? Dogs are far hardier than we give them credit for and really weren't designed to live in centrally heated houses. However, if you are concerned for the welfare of the animal, you need to contact someone - I just don't know where you are or who! |
